Arizona Cannabis Revenue Soaring

Arizona's journey into legal cannabis began with a voter-approved initiative in November 2020, which legalized marijuana for adult use. Just two months later, in January 2021, dispensaries began selling recreational cannabis, making Arizona one of the fastest states to transition from legalization to retail sales. 

Since then, Arizona's cannabis industry has seen rapid growth and impressive returns. In both 2023 and 2024, recreational marijuana sales exceeded $1 billion. The state collected over $253 million in excise and transaction privilege taxes from recreational cannabis sales in 2024—just slightly below the nearly $258 million generated the year before. These strong revenue figures have positioned Arizona as one of the top-performing states in the legal cannabis market. 

A key feature of Arizona's legalization model is how tax revenues are allocated. After covering regulatory and enforcement costs, the state divides the cannabis excise tax revenue as follows:
