DALLAS -- The Dallas City Council will be briefed Tuesday about a "cite and release" pilot proposal for marijuana. That would mean those found with possession of the illegal drug would receive a ticket instead of jail time.

The move would make possession of small amounts and a few other crimes "low level" misdemeanors.

City Councilman Phil Kingston says not only would it keep police officers from working minor offenses, it's also an issue of justice.
